A new grocery store and three drive-thru restaurants are headed to east Allen after the Planning and Zoning Commission unanimously approved a development plan for an 11-acre site at Angel Parkway and Main Street.

The commission voted 6-0 on Aug. 18 to approve the general development plan for the property at the northwest corner of the intersection, near the Allen-Lucas border, according to Community Impact.

The plan lays out five lots. The anchor is a 28,332-square-foot grocery and retail store. Three lots are designated for restaurants with drive-thru lanes, and one lot is reserved for a detention pond. Four access points will serve the center: two along Angel Parkway and two along Main Street.

No zoning change was required. The property was already zoned for shopping center uses, so the applicant moved straight to the general development plan stage.

Senior planner Nabiha Ahmed presented the plan at the Aug. 18 meeting, explaining that the project will be built in phases. The city is still in conversations with the applicant about how that phasing will work.

"That is why the general development plan is being presented tonight: to help us understand the subdivision regulations, which include the access points, the fire lane location [and] the lot configuration," Ahmed said.

Commissioner Gary Stocker praised the traffic layout at the meeting, noting the four access points are spaced far enough apart to avoid congestion and that a westbound deceleration lane included in the plan will help traffic flow.

The grocery tenant, restaurant brands and developer have not been publicly identified. No construction start date or opening timeline has been announced.

With the general development plan approved, the applicant will next submit individual site plans for each lot. City staff will review those plans, and Ahmed said the building and parking configuration may shift during that process while the overall framework stays the same.
