The City of Allen is on the agenda Monday when Collin County commissioners vote on a new interlocal agreement letting the county collect property taxes on the city's behalf, alongside a $1.1 million budget amendment to repair the county detention facility's failing cooling tower and other aging infrastructure.
The meeting begins at 1:30 p.m. Monday, July 27, at the Jack Hatchell Administration Building, 2300 Bloomdale Road, McKinney.
$1.1 million for detention facility, courthouse repairs
The budget amendment, submitted by budget official Javier Arreola, would reallocate $1.1 million from the General Fund's Non-Departmental account into Facilities-Shared, according to the official agenda.
The county auditor confirmed funds are available. The agenda describes the move as a reallocation of existing dollars, not new spending.
The money covers roof repairs on multiple county buildings with active leaks, cooling tower work at the Collin County detention facility, and elevator and escalator repairs at the courthouse, according to a July 26 preview by Shelby Williams, who is running for a Collin County commissioner seat. Some repairs have already been completed; others are pending.
"You don't get to turn the AC off in a Texas jail," Williams wrote in her preview, explaining why the cooling tower work cannot wait.
The court approved a separate $1,366,619 cooling tower replacement contract with Preferred Mechanical Group on June 8. The relationship between that capital project and the additional cooling tower work in Monday's budget amendment is not spelled out in the agenda documents.
Allen tax-collection agreement
Also on the consent agenda: an interlocal agreement authorizing the Collin County Tax Assessor-Collector to handle ad valorem tax collection for the City of Allen.
The item was submitted by Andrea Martinez of the Tax Assessor/Collector's office.
The contract runs from the date of the last signature through September 30, 2026. The county auditor noted revenues from the agreement are already included in FY2026 estimates, making it a revenue source for the county rather than an expense.
Allen is one of six entities on Monday's agenda entering similar agreements. The others are Lovejoy ISD, Fairview, and three water and utility districts.
Other agenda items
The court will receive presentations on FY2027 elected official and staff compensation. No vote is scheduled on compensation; any changes will be folded into the proposed FY2027 budget, which goes before the court for a vote in September.
Commissioners will also consider redirecting $329,523 in leftover bond money from a completed 2007 Lebanon Road project toward Dallas Parkway widening in Frisco.
Both the budget amendment and the Allen tax agreement are listed as consent items, meaning they can be approved in a single vote without individual debate unless a commissioner pulls them for discussion.
Residents who want to speak at the meeting must fill out a blue card at the County Clerk's office before the 1:30 p.m. start. The meeting is also broadcast and archived at collincountytx.gov.
