Three new restaurant and retail buildings worth a combined $11.8 million are headed to Sloan Corners in Allen after construction permits were filed with the state Sept. 2.
The permits, registered with the Texas Department of Licensing and Regulation, cover Buildings A, B and C on Block C of the Sloan Corners Retail section at U.S. 75 and SH 121.
Each is described as a "cold dark shell" multi-tenant building with outdoor patios, meaning the structures will go up empty and tenants will finish the interiors themselves.
Construction on all three is estimated to start Oct. 6 and wrap up Nov. 1, 2027.
The buildings range in size and cost. Building A spans 10,116 square feet at an estimated $3.2 million. Building B covers 12,600 square feet at $4 million.
Building C is the largest at 14,630 square feet and $4.6 million. Together, the three total about 37,300 square feet of new retail space, according to Community Impact.
Dallas-based O'Brien Architects is the design firm listed on the permits for Buildings B and C.
The registered owner on all three filings is BCO Turnpike Distribution Center M, LLC, based in Carrollton. No tenants are assigned to any of the buildings as of the filing date.
The TDLR filings reference a fourth planned building, but only three permits have been registered. The status of the fourth building is unclear.
The permits mark a visible step forward for Sloan Corners, the 480-acre mixed-use development straddling Allen and Fairview.
Billingsley Co. is developing the project, which at full buildout is expected to include offices, restaurants, apartments and retail in a nearly $3 billion investment, according to Star Local Media.
The retail filings follow a string of recent milestones. Bravo Park, the development's signature public gathering space, was scheduled to open its first phase Aug. 1.
Rodeo Goat, a burger and craft beer chain with locations in Frisco, Plano and Denton, announced a lease at Sloan Corners on Sept. 3, one day after the permits were filed. Billingsley Co. partner Lucy Burns said in a Sept. 3 statement reported by Community Impact that the restaurant fits the project's vision, pointing to the site's visibility along SH-121 and the activity around Bravo Park.
Allen City Council approved a 10-year incentive agreement for the project Jan. 28, providing Billingsley Co. a 50% rebate on sales and use taxes from construction material purchases, according to a city recap.
Allen Economic Development Director Dan Bowman called the arrangement "a win-win for both the city of Allen and Billingsley Co. …" at that meeting, noting it creates a new source of local tax revenue.
The city also created Tax Increment Financing Zone No. 4 for the development, dedicating a share of property tax growth in the zone to a TIF fund through 2055, per the city's annual TIF report.
Phase one of Sloan Corners includes 500 apartments, 300,000 square feet of office space, three dog parks, a pond and nearly $1 million in public art, according to city records.
No groundbreaking date has been announced.
