Roughly 18,500 feet of water lines and 8,300 feet of sewer lines across six Allen neighborhoods are headed for replacement after the City Council approved a $659,248 engineering design contract on July 14.

The contract hires Fort Worth-based firm Freese and Nichols to survey conditions and draw up construction plans for the Water and Sanitary Sewer Improvements Project. It covers design only. Construction costs have not been disclosed.

Allen's Engineering and Community Services departments identified the six sites based on aging equipment and repeated maintenance problems, according to city documents presented at the meeting. The locations are:

  • Rock Ridge District, in the city's extraterritorial jurisdiction (ETJ)
  • Whisenant Estates subdivision
  • Greenville Avenue between Rivercrest Boulevard and Jupiter Road
  • Russell Creek at Palace Way and Hedgecox Road
  • Watters Creek at Creekway Drive and Arches Park Drive
  • West Rowlett Creek at Gladwater Drive and Lakeway Drive

Once Freese and Nichols finishes the design phase, construction will proceed in multiple phases, city documents state. No construction start date or completion timeline has been announced.

Part of a broader infrastructure push

The contract is the latest in a string of infrastructure investments by the council. On April 14, council members approved a $5.24 million contract with J&L Construction to replace water mains in the Oak Hill neighborhood and sewer mains along Jupiter Road. That same meeting, they greenlit a $2.16 million contract with Cole Construction for accessibility improvements in the Greengate neighborhood.

Allen's water and sewer system spans 514 miles of water main, according to the city's FY2025 Popular Annual Financial Report. The system generates about $80 million in annual revenue, roughly 73% of the city's total business-type revenues, according to the same report.

Other recent capital projects include the Timbercreek and Allenwood water main replacement, which was nearing completion as of the FY2025 report, and the Heritage/Allen Heights sewer system main replacement, which was still underway.
